i ask to many people, they all say : yes but im not sure.

They Also count with stun so Why wouldnt they count with shelter?

Movement AP "DOES" count for shelter!
I just tested it ☺
So example: If u have a unit whit 11 action ap and 3 movement ap unit.
If u dont move, u have 14 AP Shelter!

2 players i see telling: Yes work.
and 2 players telled: No, don't work.
I know a good metod to test this.
Stay whit 11 ap (whitout action perk) and be shoted by a deadly weappon.
After this make same steep whit 3 move. aps.
So is just see. I think u can test this in a abort 3x3 ^^'
