about boosting skills

is there any information that we can know what the max limit of boosting skills for each lvl is
??
for example when u reach level 17 your r.launcher skill can be max 34 (am i wrong?)

also
does it depend any other thing ?

you mean the skill level can only be twice than that of your current account level? (excluding your perk points)
