If someone wants a certain artefact weapon... for example: EPIC PLATINUM PERSONAL VINTOREZ .... and it can't be found in the market... can Enkord create this item and add it in the market? offcourse... if someone asks for it ..:D

i think there would be no point in that (no economical benefit to enkord that is) and it wouldnt be fair. Arts are random for 2 reasons: money (you need to gamble/buy and it gives enkord money) and fairness, 'cause then you would have ppl with custom arts and ppl with regular arts.

the game is unbalanced enough and i would think it would just get worse.

no economical benefit to enkord
Enkod creates art and puts in market = Enkord takes cash
but it should have a higher price because then all would buy custom arts instead of arts of players.
I would like a deadly durable personal vintorez :D :D
