Vint is a 60skill sniper weapon.

So you can use it with level 30+ (60skills) or with level20+ (40skills and 10sniperperks)

vinto is 60 skill, you can upgrade 10 perks in sniper and you can use it at lvl 20 ( but your HP will be low ). And if you have patient you have to wait until lvl 30 so you can use vintorez ( with good HP )
