You'll have to buy the right to create a clan in the Cash Shop. I hear it's going to be expensive though!

Is there going to be a limit to number of Clans created?

No, there won't be limit, but creating new clan will cost $50 probably. We set this high price so there won't be too many clans and add up to the prestige being a clan member.
