"perk/skill back " abbility score

I just saw these two new things today , and I was wondering how to get those points ??
How can do they be used ??

I also haven't seen them before but it said nothing about them in the last update .. :confused:

They've been implemented only for admins so we will test it now. Those features will be available in release version of the game somewhere in Autumn.
